William George
Chairman, Health Partners Foundation

William George serves as Chairman of the Foundation Board, as well as Health Partners’ President and Chief Executive Officer. In this capacity, he has overall responsibility for leading one of Southeastern Pennsylvania’s largest health maintenance organizations, whose operations focus on a nationally recognized Medicaid managed care plan.

Mr. George has more than 30 years of experience in accounting, auditing, financial and regulatory reporting, financial management and planning, and systems development and is responsible for all corporate financial affairs. Prior to joining Health Partners, Mr. George was with US Healthcare in financial operations for three years. Mr. George also spent 12 years at Arthur Young & Company (predecessor to Ernst & Young), an international accounting firm, where he served various private and public HMO, insurance, retailing and real estate investment trust (REIT) clients. Two of Mr. George's HMO clients were US Healthcare and Health Partners. During Mr. George’s employment with Arthur Young, he completed a one-year residency program in that firm’s East Region office, where he was trained in reporting and disclosure requirements of the Securities and Exchange Commission.

Mr. George serves on the boards of a number of not-for-profit organizations in Philadelphia, including The Fund for the Water Works and the Fairmount Park Historic Preservation Trust. In addition, he serves on the Board of Directors for the Health Plan Alliance. He is also a member of the Dean’s Advisory Council for the Drexel School of Public Health.

  
Judy Harrington
President, Health Partners Foundation

Judy B. Harrington currently serves as President of the Health Partners Foundation, and Senior Vice President for Business Development at Health Partners, where she oversees the following areas:

  1. Corporate Communications & Public Affairs, which supports corporate initiatives such as a major campaign with The Institute for Safe Families, to prevent domestic violence;
  2. Community Education and Wellness, which coordinates employee and community wellness efforts; and provides free computer classes throughout the city that integrate health education information into the curriculum.
  3. Marketing for the Senior Partners' plan, which sponsors numerous events for area seniors, provides members with free smoke detectors, and has special campaigns to fund free smoke detectors for low-income seniors through the Philadelphia Fire Department.

Ms. Harrington also serves on the Boards of Delaware Valley Community Health and the Philadelphia Corporation for Aging. She was a Board member of Covenant House Community Health Center for over 10 years and President for four years. She is or has been involved in fundraising efforts for several organizations including the Dawn Staley Foundation, the Jonathan Lax Treatment Center, and Maria De Los Santos Health Center Capital Campaign.

Prior to joining Health Partners, Ms. Harrington held senior management positions with the University of Pennsylvania Health System; Tenet Health System; Allegheny Health, Education and Research Foundation; Aetna Health Plans of Pennsylvania and Omni Health Plan. Before beginning her career in health care, she worked for the Houston Chronicle.

She received her MBA in Health Administration from Temple University's Fox School of Business and Management, where she received the Mindy Wolen Outstanding Student Award. Ms. Harrington also graduated Summa Cum Laude from Temple's undergraduate BA in Communications program, and has served as an adjunct faculty member for the Temple MBA program.

  
John Sehi
Secretary/Treasurer, Health Partners Foundation

John Sehi brings more than twenty years of financial management experience to Health Partners. As Vice President of Finance for the past eight years, John oversees financial operations, the annual budget and monthly variance reporting, as well as strategic planning, and the assessment of potential new business ventures.

Before coming to Health Partners, John held leadership positions at Albert Einstein Medical Center, The Hospital of the University of Pennsylvania, St. Mary Hospital, Mercy Health Corporation of Southeastern PA, QualMed Plans for Health.

His responsibilities over the years have included oversight of accounts payable and receivable, member services, information systems, provider recruitment and claims management. John is well versed in the areas of strategic financial policy development, underwriting, research/grant and investment reporting, bond issue management, construction and property accounting, and the preparation of financial statements for restricted funds.

John holds both a Bachelor of Science in Accounting and a Masters in Business Administration from Drexel University. He is also a graduate of Philadelphia's Northeast Catholic High School, where he finished in the top 2 percent of his class.

John is an Advanced Member of the Healthcare Financial Management Association (HFMA), a member of the St. Frances Cabrini Men's Association and Treasurer/Secretary of the Health Partners Foundation.

  
Ramesh J. Vangala, Pharm.D.
Member, Health Partners Foundation

Ramesh brings to Health Partners a broad range of health care and managed care knowledge and experience. Throughout his career, he has demonstrated high standards of performance in product and program development, account, formulary, financial, and data management.

Since 2001, Ramesh has served as Director of Pharmacy Services at Health Partners, responsible for the oversight and management of day-to-day department operations, formulary contracting, regulatory compliance, and formation and operational implementation of clinical criteria for Medical Exception/Prior Authorization.

Guiding his department with excellent strategic and analytical skills, Ramesh has focused on utilization and outcomes development, financial modeling, encounter data, benefit design, clinical program management and network development and operations. He was instrumental in the establishment of Health Partners’ Medicare Part D benefit design in compliance with the Centers for Medicare and Medicaid (CMS)

Before joining Health Partners, Ramesh served in a number of leadership roles and as a clinical pharmacist, designing patient therapy plans with physicians, filling prescriptions, counseling and educating patients.

Ramesh received his Bachelor of Science and Doctorate degrees from Philadelphia College of Pharmacy and Science and is currently working on his Masters in Business Administration at LaSalle University.

  
Hal Augustine
Member, Health Partners Foundation

Hal Augustine joined Health Partners as Vice President and Chief Information Officer in November of 2004 after serving as a consultant in the role of interim Chief Information Officer. He brings with him 38 years of heath care technology experience, including an extensive consulting background and experience in large integrated delivery systems, including seventeen years in Vice President and Chief Information Officer roles. His expertise in information technology has enabled him to deliver leading edge business solutions throughout his career.

Previously, Hal served as Vice President and Corporate Chief Information Officer at Jefferson Health System (JHS) for seven years. Prior to joining JHS, Hal was Vice President and Chief Information officer at Albert Einstein Health Network for ten years. In these roles, he developed and implemented enterprise-wide strategic and tactical IT plans and delivered solutions to meet the business needs of both health systems.

Hal is currently involved in several professional organizations. He is a member of the Healthcare Information Management Systems Society (HIMSS), a Fellow of the College of Health Information Management Executives, and a former member of the Board Committee on Information Management at Christiana Care Health System in Delaware.

In addition, Hal is a well-sought IT expert, with many awards, scholarly articles and lectureships under his belt. He has written articles for Advance Magazine and also given numerous presentations through organizations including American Medical Informatics Association, HIMSS, ECHO and the Grandon Health Policy Lectureship. In addition, he is proud of being named by Hospitals and Health Networks Journal as among the nations’ “Top 100 Most Wired Hospitals and Health Systems” for the years 2002-2004 and winning the “Most Improved” in 2001.

Most recently, Hal was presented with the “Spirit of Health Partners” Award for exemplary leadership and service and the Health Partners Foundation’s Lamplighter award for obtaining significant corporate donations in support of the Health Partners Foundation.

  
Johnna Baker
Legal Counsel, Health Partners Foundation

Johnna has been an attorney for over 15 years, specializing in corporate counsel for health insurers and managed care organizations since 1994. She has worked for one of the largest health insurers in the United States and also has experience working for and creating start-up organizations, including entities such as Foundations, Third Party Administrators, and various partnerships.

In her current role as General Counsel/Vice President of Legal Affairs, Johnna is responsible for overseeing a three-unit department that includes Complaints/Grievances, Special Investigations, and Law. In this capacity, she manages outside litigation; drafts, reviews and negotiates a variety of contracts; and serves as Risk Management Officer and chairperson of the Policies & Procedures Committee. She also provides legal advice and guidance on all corporate matters, including member and provider complaints and appeals, fraud and abuse, contracting, product development, licensing, terminations, regulatory and government matters, reimbursement, leasing, real estate, intellectual property, and other commercial and corporate issues.

Johnna has also served as Legal Counsel on a number of Boards and has been a Board Secretary as well. She received her law degree from Widener University and was a magna cum laude graduate of West Chester University.

  
Claudia Tucker-Keto
Director, Health Partners Foundation Operations

Claudia Tucker-Keto began her career at Health Partners as an Education Specialist for Community Affairs. She is currently Manager of Community Education for Business Development, where she supervises community education and outreach. In addition, Claudia is the Director of Programs for the Health Partners Foundation. In this capacity, she is responsible for coordinating the Foundation's education programs, including the “Be There” Perfect Attendance program and the “Make Dreams Reality” Scholarship program.

Prior to her arrival at Health Partners, Claudia developed, implemented and piloted a program, (Success Equals Employment) over a three-year period at the Camden County Correctional Facility, to help equip incarcerated women with the necessary skills to job search upon release. She also spent six years as a lead business clerical instructor for Management and Training Corporation’s Philadelphia Job Corp, where she developed and implemented a business clerical curriculum for young adults seeking to complete their education or move into employment through a non-traditional learning process.

Claudia is a long-time advocate for children and families. She was an original board member of the New Jersey Women’s Summit and a former chairwoman for the Camden County Commission on Women. Currently, she serves as President of the Board of Directors for the Community Women’s Education Project (CWEP) in Philadelphia. She is also a George Washington Carver Science Fair Committee Member.

A graduate of Temple University, where she earned a BA in Administration of Justice, Claudia has also pursued post baccalaureate studies in Adult Continuing Education and Organizational Management.
